This picture was taken in Zamfara State,it is a picture of a man who stole the INEC's ballot box in the just concluded governorship and state house of assembly elections(May 11th 2015).
The question is; How did he lay hold of the ballot box, and where were the security agencies when he lay hold of the ballot box?
